AGENDA The agenda was adopted as prepared. MINUTES Motion: It was moved and seconded to accept the minutes for the meeting of April 9, 2008 with a correction that the Inclusion Work Group members were not part of the Immigration Task Force, and that Ms. Doris Mardirosian was excused. The motion was adopted. EPISCOPAL COMMUNICATIONS Bishop Beckwith's comments included: o Announced that The Rev. Canon Gregory Jacobs, currently the Staff Officer for Urban Ministry Development in the Diocese of Massachusetts, will join the diocesan staff beginning on September 2 and will work on clergy deployment and congregational development along with Canon Carter Echols. o Ms. Kay Lark was hired recently as the bishop's executive assistant; Ms. Patty Leonard was assigned as administrative assistant to the canons; and the position held by Mr. Russ Worthington was eliminated (Russ was continuing his participation in diocesan life as the Technology Committee chair). o The Rev. Cooper Conway will leave St. John's, Union City for interim ministry; The Rev. Robert Rhodes will become rector of Grace Westwood; The Rev. Ken Near will retire at the end of June from St. Paul's, Englewood. o Cathedral search process was underway. The Rev. Canon Dr. Sandye Wilson, Ms. Edie Gallimore and Mr. Bert Jones were members of the search committee for a dean-in-charge. o At month's end, the bishop will co-consecrate the Rev. Prince Singh as the eighth bishop of Rochester. o Thanked the members of the Steering Committee for their work on setting the meeting agendas and their participation on the finance committee. o An audit committee was appointed as a financial advisory team for the bishop and the CFO. The members were Ms. Linda Curtiss, All Saints', Hoboken; Mr. Dall Forsythe, St. Luke's, Montclair; Mr. Steve Duggan, former national church treasurer and Mr. Paul Shackford, COM chair and former CFO of the American Stock Exchange. The group reviewed the work of the diocesan auditors. Motion: It was moved and seconded to ratify the Bishop's appointments to the audit committee. The motion was adopted. WORK GROUP REPORTS - DISCIPLESHIP: MAKING CHURCH A SAFE PLACE The Rev. Stuart Smith presented for a second reading the model policy, Making Church a Safe Place, for adoption. The General Convention 2003 adopted Resolution B008, "Protection of Children and Youth from Abuse." It required all dioceses to adopt and implement policies on child sexual abuse prevention. With the adoption of the policies by the Diocesan Council, the on-line version of Safeguarding God's Children, the training materials produced by the Church Pension Group, would be implemented within the Diocese of Newark. The on-line version was readily and easily available to all volunteers and staff members from computers located in their places of employment or homes and through a simple registration process. There were no costs associated with the training for either churches or individuals. The policies would bring the Diocese of Newark into compliance with actions of General Convention 2003. The following resolution was moved and seconded: Motion: RESOLVED, that the Diocesan Council adopts the Making Church A Safe Place For All God's Children: Policies for the Protection of Children and Youth from Abuse which were adapted from the Model Policies developed by The Church Pension Group in partnership with the Nathan Network, and that implementation of this policy is meant to encourage and assist congregations and other entities within the diocese to participate in the On-Line Training version of Safeguarding God's Children. During the discussion, a question was raised regarding liability and exposure to the diocese if the policy was not enforced. The chancellor noted that while there was often a risk of liability the result of the training will be protection for all people, an outcome that should be first priority. It was also noted the implementation of the policy would reinforce and emphasize that church was a safe place. This effect was important because there were some un-churched parents who viewed houses of worship as places not safe for their children. The policy would provide common language and a sound education for all participants. The church has been and should be a venue for education on this issue. The resolution was adopted without objection. WORK GROUP REPORT - CONGREGATIONAL VITALITY: JERSEY CITY FUNDS The Rev. Canon Dr. Sandye A. Wilson presented on behalf of the Congregational Vitality Work Group recommendations for Jersey City Funds grants to St. Paul's Church summer program and Church of the Incarnation congregational development efforts and clerical ministry support. The following resolutions were moved and seconded. Motion: Resolved, that Diocesan Council approves the expenditure of $13,500 from the Jersey City Funds for the year 2008 to support the summer camp program at St. Paul's. The motion was adopted with one abstention. Motion: Resolved, that the Diocesan Council approves the expenditure of $56,000 from the Jersey City Funds for the year 2008 to support continued efforts in congregational development and clerical ministry support at Church of the Incarnation. The motion was adopted with one abstention. The Rev. Fain Webb reported that a proposal from the Jersey City Area Ministry would be presented at the June meeting. The grant proposal was to support training of local clergy and lay leaders of the three Jersey City Episcopal churches in the Metro Industrial Areas Foundation. TREASURER'S REPORT Mr. Richard Graham presented the report for the period ending April 30, 2008. The report reflected expenses incurred, not paid. For instance, the pledge to the national church reflected $172,419 in expenses for 2008; the actual payment was $20,000. Currently $180,000 under budget for the year. The amount did not reflect the complete operating position. The current surplus resulted from expenses being shown as under budget because of amounts due but unpaid. For example, Outreach Grant funds were not yet approved or disbursed. Projected pledge income was below budget for 2008. Almost half of the outstanding pledges at the end of 2007 remain unpaid. Over 40% of 2007 pledge reconciliation forms remained outstanding. Council received $503,000 in income so far; this was against an anticipated income of nearly $952,000. This income deficit was $448,000, over 45% under the projected income for year to date. Most departments were on budget or showing a surplus. Continued to review ways in which to reduce expenses where possible. Credit card system was nearing completion and would be web based for collection of registration fees and other income. Motion: It was moved and seconded to accept the report, subject to audit. The motion was adopted. Payment Policy: Payables-Requests for Payment and Receivables-Billing Requests Mr. Richard Graham reported on the changes in processing requests for payment and billing. The goal was to provide more complete and transparent information to the Council, to better capture expense and receivable information, to ensure that all bills and receivables were disbursed, and to reduce the workload of volunteers. The new payment policy meant that lump-sum payments would no longer be made to departments, committees and other entities that received funds through the council budget. All requests for payments and billings would be handled by the finance department. The policy included the methods by which documentation should be prepared and submitted. For instance, original receipts, bills and completed contracts would be accepted; not estimates or non-itemized charge slips. Payments will be made to vendors and not to individuals (except for expense reimbursements). Forms for check requests and billing requests were designed and were expected to be used. The policy and forms will be available on the diocesan website. HERBERT FUND APPEAL - EPIPHANY, ORANGE Ms. Joanne Glenn, and Mr. Robert Cottingham, members of Epiphany, Orange presented an appeal to the grant decision by the WJH Board requesting that the board reconsider its decision and increase the funding to a higher amount than the $8,000 granted. Mr. Jim Caputo, diocesan property manager and member of the WJH board, spoke on behalf of the WJH Board, and explained the reasoning for the board's decision. The recommended award funded half of the cost of the replacement roof and the cost of the repairs to the boilers. Much of the repair and renovation work on the rectory, such as flooring, painting, replacement of sheetrock, was not covered under the priorities of the Ward J. Herbert Fund. The suggestion was made that the application be re-reviewed in the next cycle Motion: It was moved and seconded to ask the board to reconsider the application noting that this was not meant to deleteriously effect the current grant recommendation. RECONCILIATION 2007 PLEDGE FORMS OUTSTANDING The Rev. Stuart Smith presented an update on the congregations for which their 2007 Reconciliation Pledge forms were outstanding. Since last month, members had contacted the church leadership in their districts. A list of congregations to be thanked and to be reminded of submitting their outstanding forms was distributed to the representatives. Stuart Smith reported on the effect that past due pledges from congregations had on the cash flow of the diocese and the difficulties created in budgeting and bill paying. Nineteen congregations were behind in their payments. The Steering Committee will work with the finance office. PAROCHIAL REPORTS OUTSTANDING The Rev. Stuart Smith reported on the outstanding 2007 parochial reports. The forms were due at the beginning of March. Members were asked to follow up with the church leadership in their districts. MEETING LOCATION SURVEY The Rev. Joseph Harmon reported the survey forms were collected and being reviewed by the Steering Committee. A report would be made to the council at next month's meeting. DIOCESAN COUNCIL RETREAT REGISTRATION (SEPTEMBER 12 & 13, 2008) The Rev. Joseph Harmon reminded the members about the September retreat. Registration forms were included in the packet for the meeting. A return of the form by June 20 was requested. Members were asked to participate in the cost of the event with a payment of $50 per person. Scholarships were available for those unable to pay and the request for assistance would be confidential. RESOLUTION OF THANKSGIVING A Certificate of Appreciation was presented to Ms. Doris Mardirosian, president of the Episcopal Church Women, for her faithful service and commitment to the Diocesan Council. Ms. Mardirosian had represented the ECW on the council for many years and her time as president of ECW had concluded. ANNOUNCEMENTS AND MEETING EVALUATION Mr. Bert Jones announced the third annual banquet hosted by the Newark Chapter of the Union of Black Episcopalians was scheduled for Friday, June 6 at the Essex House, West Orange. People were invited to the dinner and to sponsor the event through an advertisement in the dinner journal. The meeting was closed with prayer by Bishop Beckwith.
